ICL Revolving

Financing Permanent Working Capital from ICL Revolving Fund


The bilateral cooperation between the Governments of the Republic of Macedonia and the Republic of Italy resulted in signing of the Financial Convention for approval of a commodity credit line in an amount of EUR 12.7 million.
The credit line was completely utilized and closed by 2007. A Revolving Fund was established by the repaid funds which are used for financing of working capital.     

Loan Beneficiaries
Beneficiaries of the loans from the Revolving Fund shall be small and medium-sized companies from the Republic of Macedonia which are 51% privately owned.

Purpose of Loans
Revolving Fund loans shall be used for financing of permanent working capital.

General Terms and Conditions   

Purpose:

Financing working capital
Amount per project: Minimum amount: EUR 50,000
Maximum amount: EUR 400,000
Repayment period:  Up to 3 years, grace period of 6 months included 
Interest rate for the final borrower: 6% p.a.
Final borrower: Companies over 51% in private ownership
Bans and exclusions:

Financing of:

  • Production and export of weapons
  • Gambling and betting activities
  • Activities which have adverse impact on environment
  • Cloning
Collateral:
  • Mortgage of property
  • Pledge on movables, receivables, securities,
    insurance by MBDP
  • Other customary collateral

2. Company information from the Central Registry of the Republic of Macedonia
3. Copy of the proof for ownership of the offered collateral and its evaluation
4. Annual statements for minimum of the last two years
5. Business Plan / Investment Programme

Purpose of Loans 
Loan funds shall be used to provide support to the enterprises in permanent working capital.

Loan Beneficiaries
Potential beneficiaries shall be companies which are more than 51% privately owned and which are registered in the Republic of Macedonia.

Purpose: Purchasing working capital
Loan amount Minimum amount: EUR 30,000
Maximum amount: EUR 300,000
Repayment period: Up to 3 years, 6-month grace period included
Interest rate for the final borrower: 8% p.a.
Final borrower: Companies more than 51% privately owned
Manner of repayment: Quarterly
Priority final borrower: 
  • Entities which have enhanced their work and export in the
    current year
  • Entities which have invested in modernization, energy
    saving and environment protection
  • Entities which have increased the number of employees
  • Entities which have good market competitiveness
    (operating income larger than operating expense, current
    liquidity higher than 0.8)
Bans and exclusions

Projects for:

  • Production of weapons
  • Gambling and betting activities
  • Activities which have adverse impact on environment

Financing Permanent Working Capital from EIB Revolving Fund

Purpose of Loans  
Loan funds shall be used to satisfy the persistent increasing demand of the companies for working capital in a period of expansion of their business operations.

Loan Beneficiaries  
Potential beneficiaries shall be enterprises which are more than 51% privately owned, registered in the Republic of Macedonia, and which have up to 250 employees.    

Purpose of Loans 
Financing of working capital.

General Terms and Conditions   

 Loan amount for final borrower:

  • Micro enterprises: loan amount up to EUR 20,000
  • Small enterprises: loan amount up to EUR 200,000
  • Medium enterprises: loan amount up to EUR 666,700
*Minimum loan amount: EUR 5,000
Repayment period: Not less than 2 years and not exceeding 3 years
Total grace period: Up to 6 months
Manner of repayment: Quarterly
Purpose:

To fulfill the increasing working capital needs of the companies,
in a period of expansion of their business operations
Priority final borrower:
  • Entities which have enhanced their work and export
    in the current year
  • Entities which have invested in modernization, energy saving
    and environment protection
  • Entities which have increased the number of employees
  • Entities which have good market competitiveness
    (operating income larger than operating expense,
    current liquidity higher than 0.8 and at least 30% export income)
Bans and exclusions:

Fields excluded from financing with this product are:

  • Manufacture of weapons
  • Gambling and betting activities
  • Tobacco production
  • Activities regarding live animals
  • Activities affecting environment
  • Cloning
  • Activities in the field of real estate trading
  • Projects which accounting value exceeds EUR 25 million

Criteria for defining micro,
small and medium-sized enterprise:
  • Micro-sized enterpriseshould fulfil one of the following 2 criteria:
    - To make annual turnover up to EUR 50,000 or
    - To have up to 5 full time employees
  • Small-sized enterpriseshould fulfil one of the following 2 criteria:
    - To make annual turnover up to EUR 200,000 or
    - To have 6 to 50 full time employees
  • Medium-sized enterpriseshould fulfill one of the following criteria:
    - To make annual turnover exceeding EUR 200,000 or
    - To have 51 to 250 full time employees

For all 3 types of enterprises, the number of full time employees should not
exceed 250. In case the borrower has shares in another company, than:

  • If the share is up to 25%, the number of employees of the other
    company is not added
  • If the share is  between 26% and 50%, the % participation is added to
    the number of employees in the other company and the number
    acquired in such way is added to the number of employees of the borrower
If the share exceeds 51%, the total number of employees of the other company is
added to the number of the borrower
Miscellaneous: Number of employees should not diminish during the repayment period 
Interest rate for the final borrower: 5.5% p.a.

Management fee for the
intermediary bank:

 The intermediary bank may charge the final borrower
a management fee of 1.0% one-off

Financing Investments from MBDP Funds


Purpose of Loans
The loan funds shall be used for financing investments and development of small and medium sized enterprises.  

Loan Beneficiaries
Potential loan beneficiaries shall be companies registered in the Republic of Macedonia which capital is more than 51% privately owned and which number of employees is up to 250.

Purpose of Loans
- Minimum 50% of the loan amount shall be used for purchasing fixed assets.
- Maximum 50% of the loan amount shall be used for financing working capital.

Maximum amount: EUR 500,000
Repayment period: Up to 8 years, 1-year grace period included
Interest rate for
the final borrower:		 8% p.a.

Financing Investments for Small and Medium Enterprises from EIB-Revolving fund


Purpose of Loans
The loan funds shall be used for financing investments and development of small and medium sized enterprises.

Loan Beneficiaries 
Potential loan beneficiaries shall be companies registered in the Republic of Macedonia which capital is more than 51% privately owned and which number of employees is up to 250.  

Purpose of Loans
- Minimum 70% of the loan amount shall be used for purchasing fixed assets.
- Maximum 30% of the loan amount shall be used for financing working capital.

General Terms and Conditions  

Loan amount for the final borrower,
MBDP portion
  • Micro enterprises: loan amount up to EUR 45,000
  • Small enterprises: loan amount up to EUR 450,000
  • Medium enterprises: loan amount up to EUR 3,500,000
*Minimum loan amount: EUR 10,000
Repayment period: Up to 5 years, 12-month grace period included
Interest rate for the final borrower: 5.5% p.a.
Manner of repayment: Quarterly
Purpose:

Support of identified projects:

  • Purchasing fixed assets:
    - Real estate
    - Equipment
    - Working capital (not exceeding 30% of the loan value)
  • Investment in intangible assets (development, planning of and
    financing in the construction phase, salary and other costs related to
    research and development phase)
Priority final borrower:
  • Entities which have enhanced their work and export in the current year
  • Entities which have invested in modernization, energy saving and
    environment protection
  • Entities which have increased the number of employees
  • Entities which have good market competitiveness (operating income
    larger than operating expense, current liquidity higher than 0.8)
Bans and exclusions:

Fields excluded are:

  • Manufacture and distribution of weapons
  • Gambling and betting activities
  • Activities affecting environment
  • Cloning
  • Activities in the field of real estate trading
  • Projects which accounting value exceeds EUR 25 million
Criteria for defining micro,
small and medium-sized
enterprise:
  • Micro-sized enterpriseshould fulfil one of the following 2 criteria:
    - To make annual turnover up to EUR 50,000 or
    - To have up to 5 full time employees
  • Small-sized enterpriseshould fulfil one of the following 2 criteria:
    - To make annual turnover up to EUR 200,000 or
    - To have 6 to 50 full time employees
  • Medium-sized enterpriseshould fulfill one of the following criteria:
    - To make annual turnover exceeding EUR 200,000 or
    - To have 51 to 250 full time employees

For all 3 types of enterprises, the number of full time employees should
not exceed 250. In case the borrower has shares in another company, than:

  • If the share is up to 25%, the number of employees of the other
    company is not added
  • If the share is  between 26% and 50%, the % participation is added
    to the number of employees in the other company and the number
    acquired in such way is added to the number of employees of the borrower
If the share exceeds 51%, the total number of employees of the other company
is added to the number of the borrower
Miscellaneous: Number of employees should not diminish during the repayment period

Financing Priority Projects Investments from EIB Revolving Fund


Purpose of Loans

Priority final borrower:
  • Entities which show extended scope of work at least 5% or
    increased export of at least 5% in the current year compared
    to the previous one
  • Entities which have invested in modernization, saving of energy,
    environment protection
  • Entities which have increased the number of employees
  • Entities which have good market competitiveness
    (operating income larger than operating expense,
    current liquidity higher than 0.8 and at least 30% export income)
Bans and exclusions:

Fields excluded from financing with this product are:

  • Production of weapon
  • Gambling and betting activities  
  • Tobacco production
  • Activities involving live animals for experimental purposes
  • Activities affecting environment
  • Cloning
  • Activities in the field of real estate trading
  • Projects which accounting value exceeds EUR 25 million
  • Entities which number of employees exceeds 250
Miscellaneous: Number of employees should not diminish during the repayment period
Management fee for the

  • Activities in the field of real estate trading

  • Manufacture and distribution of tobacco products
  • Housing, except for social housing in connection with programmes for
    urban renewal and/or urban regeneration schemes to improve the
    urban quality of live
  • Cold stores, other storage, treatment and packaging facilities in
    restricted or excluded sectors, except those required for direct further
    processing for non-intervention purposes
  • Milling of cereals, production of semolina, malting
  • Production of starch from any raw material as well as investments
    concerning products derived from such processes
  • Processing of flax and hemp
  • Grading and packaging of hen’s eggs
  • Specialist pig markets
  • Processing of fisheries products other than for human consumption
    or the elimination of waste
