Objective of the loan:

In order to reduce the consequences of the global energy and economic crisis, a special working capital loan was created for increased energy prices via intermediary banks.


Purpose of the loan:

Working capital loans for increased energy prices via intermediary banks are approved for working capital.


Sources of funds:

Ministry of Finance of the Republic of North Macedonia in an amount of MKD 610.000.000.


Final beneficiaries:

Beneficiaries of working capital loans for increased energy prices via intermediary banks may be micro, small, and medium-sized enterprises as well as sole proprietors and artisans (who pay taxes on real income).



Terms and conditions of the loan:


Maximum amount of the loan to the end user:

MKD 60,000,000
(DBNM participates with  50% i.e. the commercial bank participates with the other 50% of funds in the structure of the loan).

Repayment period:

Up to 36 months with a grace period of 12 months included.

Interest rate for the borrowers:

The interest rate for the borrowers is 0%.
(the interest rate calculated by the intermediary bank must not be higher than 3.5% per annum and it will be fully subsidized by DBNM, so the final interest rate for borrowers will be 0%)

End users:

Micro, small and medium enterprises as well as sole proprietors and artisans  (who pay taxes on real income).

Borrowers should meet the following criteria:

  • They are registered in the Republic of North Macedonia,
  • At least 51% are privately owned,
  • They have no outstanding obligations to the state, proven by a certificate from the Public Revenue Office not older than 6 months from the date of submitting the loan application to the commercial bank
  • Are not in bankruptcy or liquidation proceedings,
  • Have submitted an annual account to the Central Registry for the last fiscal year (currently for 2021), regardless of the months of operation,
  • They have registered a beneficial owner in the Register of beneficial owners at the Central Registry of RNM if it is a taxpayer (Current balance for the beneficial owner, certificate of the beneficial owner),
  • According to the NBRNM credit register’s data – not older than 3 months from the date of submission of the loan request, they are in a classification better than or equal to B or have no credit exposure. An exception is if the total credit exposure of the banks to a specific client is less than MKD 10,000.
  • In 2022, the borrower should have a minimum of 100% increased energy costs compared to 2021, proven by comparing a copy of an energy invoice in the first quarter of 2022 with a copy of an energy invoice in the first quarter of 2021.
