Objective of the loan:

Improving the access of individual agricultural producers, small and medium-sized enterprises which main activity is primary agricultural production, and applicants for funds from the IPARD programme, which will have a significant contribution to the achievement of sustainable economic growth and greater employment.


Purpose of the loan:

For all sub-sectors in primary agricultural production (farming, fruit growing, viticulture, seed and nursery plants production, stock-breeding, breeding, and selection of purebred animals) for:

  • purchasing fixed assets (agricultural machinery, equipment, primary agricultural production facilities, rich land, livestock, and long-standing plantations, etc.)
  • financing working capital (seed, animal feed, fertilizer, pesticides, etc.)
  • providing services for the introduction of standards and trademarks in primary agricultural production
  • investments supported by IPARD Programme (Measure 101)

Sources of funds:

International fund for agricultural development – IFAD.


Eligible beneficiaries:

  • Holders of agricultural holdings who have applied to be registered in the Register of Agricultural Holdings
  • Small and medium-sized enterprises which main activity is primary agricultural production, processing of agricultural products, export of primary agricultural products and primary agricultural processed products
  • Holders of agricultural holdings and small and medium-sized enterprises who concluded a Financial Support Agreement with the Agency for Financial Support in Agriculture and Rural Development for using financial support provided by the IPARD Progrmme 2007-2013.


Terms and conditions of the loan:


Single loan amount for the final borrower:

Up to EUR 100.000 for a borrower

Annual interest rate for the final borrower:
  • 4% for loans disbursed through the intermediaryl banks
  • 6% for loans disbursed through the intermediary savings houses.
Other requirements:

Other loan requirements (required documents, repayment period, grace period, collateral, etc.) are defined by the financial intermediary individually, according to their existing credit policy, type and purpose of the investment, loan amount, production conditions, etc.

*) The limit of the investment loans financed by the IPARD Programme 2007-2013 (Measure 101), is set in accordance with the amount of the total accepted investment value defined with the Financial Support Agreement made with the Agency for Financial Support in Agriculture and Rural Development.
